On February 27, MRN President Kitty McIlroy spend the day in Annapolis testifying before the
House Environment and Transportation Committee on several key pieces of legislation shaping the future of sustainability and public safety in Maryland. McIlroy’s testimony highlighted MRN’s ongoing commitment to advancing responsible materials management, supporting practical recycling solutions, and ensuring that local jurisdictions have the resources they need to protect both residents and the environment.
HB0833 / SB0553 Commission to Advance Lithium-Ion Battery Safety in Maryland - Reestablishment:
McIlroy testified in support
(read statement of support) of the reestablishment of the commission.
During her testimony, she noted that while the commission’s November 25, 2025
Final Report offers a comprehensive set recommendations, several areas still need deeper research. Extending the commission’s work would allow further study of additional battery risks, insurance impacts, waste classifications, and upcoming federal standards, as well as the addition of key subject matter experts to strengthen future recommendations.

HB0858 / SB0603 Mattress Stewardship Program - Establishment:
McIlroy testified in support
(read statement of support). A key part of her testimony highlighted the importance of mattress recycling in reducing landfill waste, while also acknowledging the financial strain such programs place on local jurisdictions.
She noted that the bill would alleviate this burden allowing them to divert much needed tax revenues to other public sector services. It will eliminate fees at collection sites and disincentivize illegally dumped of these materials, create local jobs.
